Draft B/L Review: Which Fields to Verify? (Four-Layer Method)

Updated: 2026-10-08 · RIOMI Editorial · Trade & Supply Chain
Quick AnswerA draft B/L must be cross-checked against four sources: the sales contract parties, the booking confirmation, the shipping instructions (SI), and the actual loading data. Critical fields include the B/L number, Shipper, Consignee, Notify Party, vessel/voyage, ports of loading and discharge, container and seal numbers, number of packages, gross weight, and freight terms. Telex Release shall only be arranged upon receipt of payment and fulfillment of contractual conditions, under proper authorization.

Four-Layer Verification

Layer 1 – Contract: Shipper and Consignee must align with the contract chain and import arrangements; parties must not be changed without authorization.

Layer 2 – Booking Confirmation: Vessel/voyage, ports of loading and discharge, and container type and quantity must match the Booking Confirmation.

Layer 3 – SI: Description of goods, number of packages, net and gross weight, container and seal numbers, and freight terms must match the submitted Shipping Instructions (SI).

Layer 4 – Loading Facts: Actual container and seal numbers must correspond one-for-one with loading photos and VGM records.

Red Lines and Corrections

Red lines: Shipper altered to another entity without authorization; Consignee inconsistent with import arrangements; incorrect container or seal numbers; product name or number of packages not matching the Packing List. If any discrepancy is found, submit a written amendment request immediately and retain the carrier’s written confirmation. Do not rely on verbal assurances or wait for automatic system updates.

Telex Release (or Surrendered B/L) allows the carrier to release cargo without the original B/L. Once executed, it is practically irreversible. Therefore, it shall only be processed after payment is received and contractual conditions are met, under proper authorization, and the Telex Release confirmation must be retained.
